HP UX 11i and IPFilter

Hi

I installed the IPFilter depot because the machine in question will be
visible to the outside world. I installed the depot and the system
rebooted. When the system comes up it says "init is respawning to
rapidly will try again in 5 mins".

I have done some reading and I *think* this is because the OS patches
are not up to date. Is there a way to force the system down into a low
level where I can transfer the appropriate depot files that contain the
patches on and install them.

Also where can I get these patch depots from
