Default creating command ailiases for ssh login clients on Debian

Just installed debian 3.0 for the first time.

I have a few ssh only users and I would like to setup some command aliases
for all user accounts on the box.

in redhat I would edit the /etc/bashrc and enter my aliases there.

I see a /etc/bash.bashrc file but I have put my alias commands in there and
they dont seem to take.

where can I put these aliases so that all users who ssh in will have them?
