In Win OS, I use WS_FTP to upload my files. Now I have Redhat Linux 9, is
there something similar to WS_FTP that I can use to upload files instead of
just using ftp command? Thanks.

Try gftp. Or Konqueror, if you use KDE. There are also command line
clients like ncftp, that are more convenient than the standard ftp
client.

Don't know WS_FTP, presuming you are looking for a GUI ftp
client, AFAIR the native KDE file manager (Konqueror) supports
ftp among a bunch of other protocols directly, try putting
"ftp://ftpserver.tld" in the location bar, save some bookmarks if
it works for you.
