You may want the source for syslog for RHEL4.0, Redhat compiled it with an option to refuse to log to files which are not in /var/log. What a wonderful "we know best, you only THINK it's you system" attitude. And our HP support representative told us that if we recompiled with that option turn off in the Makefile we were running a modified system and out of warranty.
