xinetd-ftp doesn't works afetr restart

Hello,

In a Linux FC5 2.6.17 machine, we have the following strange behaviour:

1) Machine is restarted: xinetd is running, telnet is accepted but ftp
to any user is rejected with message "530 Login incorrect".
2) Execute "/etc/rc.d/init.d/xinetd restart". xinetd is running (same
parameters according to ps), telnet and ftp works perfectly.

No idea of why the first execution of the xinetd script, at startup,
doesn't works.

Any sugestion is welcome.
